    Doctrina perpetua: brokering change, promoting innovation and transforming marginalisation in university learning and teaching [Editors introduction]

    Doctrina perpetua—translated variously as “forever learning” (Cryle, 1992, p. 27), “lifelong learning” and “lifelong education”—is the Latin motto of Central Queensland University (CQU), an Australian regional university with campuses in Central Queensland and the metropolitan and provincial cities of Brisbane, the Gold Coast, Melbourne and Sydney and with centres in China, Fiji, Hong Kong and Singapore. During its early development the institution was small and regional; in many ways it was an institution at the margins of higher education. For only a third of its 40-year life has it been recognised as a university. However, the vision of both its founders and its continuing staff has been that of an institution that actively brokers change, promotes innovation and seeks to transform marginalisation— for students, for its community and for itself. Its short life on the edge of the universe of higher education has promoted a culture of innovation and an acceptance that change is a necessary and positive aspect of life on the edge. Embracing change, CQU has become a complex institution, a notion well expressed in a speech in August 1999 by former Vice-Chancellor Lauchlan Chipman on Visioning Our Future: I have often remarked that I do not see CQU as “the last university of the old millennium” but rather as “the first university of the new millennium”. One of our greatest strengths in making the transition is our relative immaturity as a university. The more mature a university, especially if it is successful, the less agile it is when it comes to the need to change. So far as the future of universities and change is concerned, my position is unequivocally Heraclitean: change is the only thing that is permanent. Applying to itself the motto “doctrina perpetua” over its short life, the agile University has become a “complex and diverse organisation” (Danaher, Harreveld, Luck & Nouwens, 2004, p. 13). This overview of CQU seeks to provide readers with a short description of the current state of the institution and the story of its development to provide a context for understanding the chapters that follow, and to assist readers to reflect on how these developments at CQU relate to higher education generally, and to the universities with which they are more familiar

    The book: production and participation

    Purpose – The focus of this paper is on the benefits that may eventuate through new mechanisms of production and distribution. As we enter the twenty-first century, the nature of the book and the structure of the industry which produces it are undergoing radical transformation, as developments in information technology offer new mechanisms for production and distribution. Most of the discussion of these changes is conducted from the perspective of what has been lost through these changes. Design/methodology/approach – This paper reviews the history of the book from the perspective of the disruptive effects of the changes in production technology and impact on the roles involved in production, distribution and reading of books. Darnton’s Communication Circuit is updated to predict future limiting factors and opportunities for participation. Findings – The evolution of the book has seen successive categories of workers involved in book production supplanted by the adoption of new technology. The updated Darnton’s model suggests that the roles involved in the production and distribution of the book will, however, be supplanted in favour of authors and readers of the book in the future. Social implications – The predicted changes will alter the roles of authors and book users. Originality/value – This paper suggests a novel approach to the discussion of the future of book publication and suggests future developments

    Beating of Aharonov-Bohm oscillations in a closed-loop interferometer

    One of the points at issue with closed-loop-type interferometers is beating in the Aharonov-Bohm (AB) oscillations. Recent observations suggest the possibility that the beating results from the Berry-phase pickup by the conducting electrons in materials with the strong spin-orbit interaction (SOI). In this study, we also observed beats in the AB oscillations in a gate-defined closed-loop interferometer fabricated on a GaAs/AlGaAs two-dimensional electron-gas heterostructure. Since this heterostructure has very small SOI, the picture of the Berry-phase pickup is ruled out. The observation of beats in this study, with the controllability of forming a single transverse subband mode in both arms of our gate-defined interferometer, also rules out the often-claimed multiple transverse subband effect. It is observed that nodes of the beats with an h/2e period exhibit a parabolic distribution for varying the side gate. These results are shown to be well interpreted, without resorting to the SOI effect, by the existence of two-dimensional multiple longitudinal modes in a single transverse subband. The Fourier spectrum of measured conductance, despite showing multiple h/e peaks with the magnetic-field dependence that are very similar to that from strong-SOI materials, can also be interpreted as the two-dimensional multiple-longitudinal-modes effect

    Express Attentional Re-Engagement but Delayed Entry into Consciousness Following Invalid Spatial Cues in Visual Search

    Background: In predictive spatial cueing studies, reaction times (RT) are shorter for targets appearing at cued locations (valid trials) than at other locations (invalid trials). An increase in the amplitude of early P1 and/or N1 event-related potential (ERP) components is also present for items appearing at cued locations, reflecting early attentional sensory gain control mechanisms. However, it is still unknown at which stage in the processing stream these early amplitude effects are translated into latency effects. Methodology/Principal Findings: Here, we measured the latency of two ERP components, the N2pc and the sustained posterior contralateral negativity (SPCN), to evaluate whether visual selection (as indexed by the N2pc) and visual-short term memory processes (as indexed by the SPCN) are delayed in invalid trials compared to valid trials. The P1 was larger contralateral to the cued side, indicating that attention was deployed to the cued location prior to the target onset. Despite these early amplitude effects, the N2pc onset latency was unaffected by cue validity, indicating an express, quasiinstantaneous re-engagement of attention in invalid trials. In contrast, latency effects were observed for the SPCN, and these were correlated to the RT effect.     Incorporating temporal-bounded CBR techniques in real-time agents

    Nowadays, MAS paradigm tries to move Computation to a new level of abstraction: Computation as interaction, where large complex systems are seen in terms of the services they offer, and consequently in terms of the entities or agents providing or consuming services. However, MAS technology is found to be lacking in some critical environments as real-time environments. An interaction-based vision of a real-time system involves the purchase of a responsibility by any entity or agent for the accomplishment of a required service under possibly hard or soft temporal conditions. This vision notably increases the complexity of these kinds of systems. The main problem in the architecture development of agents in real-time environments is with the deliberation process where it is difficult to integrate complex bounded deliberative processes for decision-making in a simple and efficient way. According to this, this work presents a temporal-bounded deliberative case-based behaviour as an anytime solution. More specifically, the work proposes a new temporal-bounded CBR algorithm which facilitates deliberative processes for agents in real-time environments, which need both real-time and deliberative capabilities. The paper presents too an application example for the automated management simulation of internal and external mail in a department plant. This example has allowed to evaluate the proposal investigating the performance of the system and the temporal-bounded deliberative case-based behaviour. 2010 Elsevier Ltd.     Quality of care associated with number of cases seen and self-reports of clinical competence for Japanese physicians-in-training in internal medicine

    BACKGROUND: The extent of clinical exposure needed to ensure quality care has not been well determined during internal medicine training. We aimed to determine the association between clinical exposure (number of cases seen), self- reports of clinical competence, and type of institution (predictor variables) and quality of care (outcome variable) as measured by clinical vignettes. METHODS: Cross-sectional study using univariate and multivariate linear analyses in 11 teaching hospitals in Japan. Participants were physicians-in-training in internal medicine departments. Main outcome measure was standardized t-scores (quality of care) derived from responses to five clinical vignettes. RESULTS: Of the 375 eligible participants, 263 (70.1%) completed the vignettes. Most were in their first (57.8%) and second year (28.5%) of training; on average, the participants were 1.8 years (range = 1–8) after graduation. Two thirds of the participants (68.8%) worked in university-affiliated teaching hospitals. The median number of cases seen was 210 (range = 10–11400). Greater exposure to cases (p = 0.0005), higher self-reports of clinical competence (p = 0.0095), and type of institution (p < 0.0001) were significantly associated with higher quality of care, using a multivariate linear model and adjusting for the remaining factors. Quality of care rapidly increased for the first 100 to 200 cases seen and tapered thereafter. CONCLUSION: The amount of clinical exposure and levels of self-reports of clinical competence, not years after graduation, were positively associated with quality of care, adjusting for the remaining factors.     High-resolution elemental abundance analysis of the open cluster IC 4756

    We present detailed elemental abundances of 12 subgiants in the open cluster IC 4756 including Na, Al, Mg, Si, Ca, Ti, Cr, Ni, Fe, Zn and Ba. We measure the cluster to have [Fe/H] = -0.01 +/- 0.10. Most of the measured star-to-star [X/H] abundance variation is below sigma < 0.03, as expected from a coeval stellar population preserving natal abundance patterns, supporting the use of elemental abundances as a probe to reconstruct dispersed clusters. We find discrepancies between Cr I and Cr II abundances as well as between Ti I and Ti II abundances, where the ionized abundances are larger by about 0.2 dex. This follows other such studies which demonstrate the effects of overionization in cool stars. IC 4756 are supersolar in Mg, Si, Na and Al, but are solar in the other elements. The fact that IC 4756 is supersolar in some alpha-elements (Mg, Si) but solar in the others (Ca, Ti) suggests that the production of alpha-elements is not simply one dimensional and could be exploited for chemical tagging.Comment: 13 pages, 13 figures, 10 tables, MNRAS (Accepted for publication- 2012 August 25

    Towards building equitable health systems in Sub-Saharan Africa: lessons from case studies on operational research

    <p>Abstract</p> <p>Background</p> <p>Published practical examples of how to bridge gaps between research, policy and practice in health systems research in Sub Saharan Africa are scarce. The aim of our study was to use a case study approach to analyse how and why different operational health research projects in Africa have contributed to health systems strengthening and promoted equity in health service provision.</p> <p>Methods</p> <p>Using case studies we have collated and analysed practical examples of operational research projects on health in Sub-Saharan Africa which demonstrate how the links between research, policy and action can be strengthened to build effective and pro-poor health systems. To ensure rigour, we selected the case studies using pre-defined criteria, mapped their characteristics systematically using a case study development framework, and analysed the research impact process of each case study using the RAPID framework for research-policy links. This process enabled analysis of common themes, successes and weaknesses.</p> <p>Results</p> <p>3 operational research projects met our case study criteria: HIV counselling and testing services in Kenya; provision of TB services in grocery stores in Malawi; and community diagnostics for anaemia, TB and malaria in Nigeria. <b>Political context and external influences: </b>in each case study context there was a need for new knowledge and approaches to meet policy requirements for equitable service delivery. Collaboration between researchers and key policy players began at the inception of operational research cycles. <b>Links</b>: critical in these operational research projects was the development of partnerships for capacity building to support new services or new players in service delivery. <b>Evidence: </b>evidence was used to promote policy dialogue around equity in different ways throughout the research cycle, such as in determining the topic area and in development of indicators.</p> <p>Conclusion</p> <p>Building equitable health systems means considering equity at different stages of the research cycle. Partnerships for capacity building promotes demand, delivery and uptake of research. Links with those who use and benefit from research, such as communities, service providers and policy makers, contribute to the timeliness and relevance of the research agenda and a receptive research-policy-practice interface. Our study highlights the need to advocate for a global research culture that values and funds these multiple levels of engagement.</p
